What about the concept of simultaneous turns? Instead of moving your characters directly, you issue a plan for them for the next 30s. They then attempt to execute your plan at the same time as the opponents team executes your opponents plan.
Something like this:
Kneel/stand - takes 3s to change posture Weapon ready/unready - takes 3s to change weapon status
You then say 'move here, change posture, change target mode' building up 30s worth of orders. Weapon weight/type can affect accuracy or weapon readying times. Armour can affect speed. Injury can affect everything.
That could be seriously cool and I don't know of a game like it.
Unfortunately, if I've understood you correctly, that sounds exactly like Laser Squad Nemesis!

Hah, really? That amuses me. Still I like the idea of it although it's a bit orthogonal to Stellar Forces in its current form. Consider it a brain fart more than a serious "you should do this" request.
