• Does he play game. Maybe you didn't leave him enough credits to buy equipment. Was there "force removal"?

• You don?t leave credits for the other player. He clearly didn?t equip his men before he exited the equipment phase. Then he didn't bother taking a turn probably because he knew he had messed it up.
